Bilenky has been with the Southwest Florida Water Management District since September 1999 and has served as its general counsel since March 2000 until December 2011. Before joining the District, Bilenky was in private practice in Richmond, Virginia and served as special counsel to the Virginia Attorney General for utility and insurance regulatory matters. Prior to that, he served for eight years as the General Counsel to the Florida Public Service Commission and handled over 65 appeals to the Florida Supreme Court and the District Courts of Appeal. He started his career as a research assistant to a judge in the First District Court of Appeal and later to a justice of the Florida Supreme Court. Bilenky holds a bachelor's degree in industrial engineering from Cornell University, a master's degree in business administration from Florida State University and a juris doctorate from the University of Florida.
